The problem is not hard to identify. It is blindness to the problem, why there is the problem, for when man associate the existence of Life with Money, (the product of his education), then the greed produced by the invention of money, will cause his own destruction.
As it is written "the greedy dog loose his bone because his reflection in the water made him to believe that he could have two fish, when one is sufficient for him.
Jamaica is always a copycat of Countries like the Divided States of America, that is built upon greed, and get rich, not knowing that rich is actually leading to the poverty that will bring about his own extinction.
In Islands, where the people only take what they need, they will always have a bountiful supply of food, until they are taught through education, that they need development, that will bring supermarket, created out of the greed for money, that have turned Paradise into death.
The developed Countries have exhausted their supply of food and is now pirating the undeveloped Countries to eat the bones that they have already eat clean of all substance. Jamaica get rich mentality will be their doom, just because they have become the monkey see, monkey follow of those that they look up to as being progressive.
An Ocean that is two third the size of the Land, of course Massa God Fish should be the breadbasket of the World, but the reality is that, driven by that which man cannot eat, Money, which have the power to eventually rob him of what he can eat, yet he is driven by his desire to obtain that which he cannot eat to his own doom, for the forces whose god he serve, make it that way.
